install fails

I am trying to install v 1.9.1 on a dual P3 with scsi HD, adaptec on-board controller (78xx), I put in the rescue and then the root floppy, it loads, finds my hardware, then I get 'kernel panic, no init found', and 'try to specify init at boot' this is somewhat paraphrased. What does it mean and what do you think I should do?
